If they are trying to hustle and can't be bothered/don't want to argue or something find some Estonian, even from this forum for example for the fraction of deposit fee who is willing to argue with/for you.
Imo there is a law that if you don't sign the lease ending contract and give up keys he is not allowed to go into your rented apartment even if he got spare keys and if he does you can call cops on him for breaking in even when you are not paying him rent money for months... There are some law students in this forum who can probably answer this.
If he is f*cking you with security deposit, f*ck him with not moving out. There is possibility you can get into minor trouble for it, but worst case is that you have to just pay some fee which I guess is super-low chance, most likely is he will give your security deposit back if you won't give up easily.
I heard in US some high-stakes players wrote they had problems w/ getting security deposit back and it would be pain in the ass to fight for it, just easier to give up, but I assume it's much easier in Estonia to not get f*cked with it.
Also, can you report in somewhere when owner is not paying taxes? We threatened a douchebag who hustled us w/ security deposit when I was 19 and first moved to Tallinn and didn't know shit but didn't proceed with it, but is it possible and can owner get in trouble?
